The present invention relates to an environmentally-friendly fertilizer composition including a rare earth metal component and a manufacturing method thereof and, more specifically, to an environmentally-friendly fertilizer composition including a rare earth metal component, in which rare earth metal components are added to various types of fertilizers to increase productivity while increasing resistance to damage by harmful insects, and a manufacturing method thereof. According to the present invention, the method to manufacture the environmentally-friendly fertilizer composition including the rare earth metal component comprises : a step of refining a rare earth mineral to remove impurities from the refined rare earth mineral; a step of sintering the rare earth mineral, from which the impurities are removed, at a temperature of 700 to 1, 200° C; a step of pulverizing the sintered rare earth mineral into a powder form with an average diameter of 10 to 3, 000 μ m; and a step of mixing the powdered rare earth mineral with a silicate mineral in a powder form.
