The present invention relates to a sintered alloy for a cutting tool that controls components constituting the sintered alloy and fine tissues of binders so that it can be appropriately used for machining a material having low thermal conductivity like Inconel or titanium, and to a cutting tool using the sintered alloy. According to the present invention, the sintered alloy comprises 70 to 92 wt% of WC, 0.1 to 2.0 wt% of a grain growth inhibitor comprising carbides, carbonitrides, or a mixture of the two of one or more metals selected from groups 4 to 6 metals except W in the periodic table, 7.0 to 15.0 wt% of one or more binders selected from Co, Ni and Fe, and 0.2 to 2.0 wt% of one or more additives selected from Ru, Gd, and Re, wherein the binders contain Co, an area percentage of phase alpha of the Co is greater than 70%, and a lattice constant of the Co is greater than 3.6Å .(AA) Comparison example(BB) EmbodimentCOPYRIGHT KIPO 2018
