PROBLEM TO BE SOLVED : To reduce a CPRI transmission rate between a radio controller (REC) and radio equipment (RE) by some of a plurality of pieces of RE providing a shared radio area. SOLUTION : In a base station of a link structure in which a plurality of pieces of RE are multi-stage connected, for a transmission frame between the REC and the RE, a plurality of blocks storing data signals are regulated; a part of the plurality of blocks is allocated to a shared area shared by two or more pieces of RE, and the other blocks are assigned to an individual area that is not shared by two or more pieces of RE. The respective plurality of pieces of RE share measured value related to traffic situations of a self device with other RE by storing it to at least either a downstream transmission frame transferred from a pre-stage to a post-stage of the link structure or an upstream transmission frame transferred from the post-stage to the pre-stage and transferring the same.
