Provided are : a ferritic stainless steel which has both creep resistance and electrical conductivity in an oxide coating film in a high-temperature and oxidizing environment for a long period of time without the need to add a rare-earth element or an alloy element; and a ferritic stainless steel sheet which has both creep resistance and workability. The ferritic stainless steel is characterized by containing, in mass%, 0.03% or less of C, 1% or less of Si, 1% or less of Mn, 0.045% or less of P, 0.003% or less of S, 20-25% of Cr, 0.3-2% of Mo, 0.04% or less of N, 0.5% or less of Al, 0.2% or less of V, and 0.001-0.5% of Nb and/or 0.001-0.5% of Ti, the balance being Fe and incidental impurities.
