The present invention relates to : an extract of Panax ginseng, a stem cell derived from a cambium of Panax ginseng, or a method for preparing an extract thereof; an extract of Panax ginseng, a stem cell derived from a cambium of Panax ginseng, or an extract thereof, prepared by the preparation method; and a composition containing the same. More particularly, the present invention relates to : an extract of Panax ginseng, a stem cell derived from a cambium of Panax ginseng, or a method for preparing an extract thereof, for increasing the content of a specific ginsenoside, for example, a rare ginsenoside such as Rh2; an extract of Panax ginseng, a stem cell derived from a cambium of Panax ginseng, or an extract thereof, prepared by the preparation method; and a composition for preventing or treating diabetes and improving blood circulation or a composition for improving liver function, containing the same as an active ingredient.
