PROBLEM TO BE SOLVED : To provide a novel up-conversion phosphor excellent in light emission property and a manufacturing method therefor. SOLUTION : The up-conversion phosphor contains a first rare earth metal as a photosensitive component and a second rare earth metal as an activation component in the host crystal, wherein the host crystal is composite oxide of a bivalent metal selected from Zn, Mg, Ca, Ba and Sr and a tetravalent metal selected from Ti, Si and Ge. The manufacturing method of the up-conversion phosphor includes burning a mixture of a Zn compound, a Ti compound, an Er compound and a Yb compound or burning a mixture of a Zn compound or an M compound, where M is Mg, Ca, Ba or Sr), a Si compound, an Er compound and a Yb compound.
