The present invention relates to an alkali water producing device installed in a previous step of a discharging port of a water supply pipe to discharge water after increasing a pH value thereof to 0.2-0.5 to be alkalized compared to water fed to a pipe material. A method for treating water to discharge water after increasing an alkalization degree thereof in a previous step of a discharging port of a water supply pipe according to the present invention comprises the steps of : installing a cartridge having a structure having an entrance unit, a filter unit, a contact unit, and a discharge unit in a pipe material to ensure a structure in which water fed to the entrance unit of the cartridge is discharged to a cartridge discharging port after coming in contact with a ceramic ball layer through the filter unit of the cartridge and to increase activation of water; installing a fine spray plate having a slope spraying function in the cartridge discharging port side with a flow rate adjusting structure when discharge is performed through the cartridge having the structure, and inducing a channeling flow to an inner wall part of the pipe material; and installing a permanent magnet selected from a ferrite magnet, an alnico magnet, a rare earth magnet, a plastic magnet, a rubber magnet, and a neodymium magnet on an outer wall of the pipe material when water emitted from the fine spray plate flows on the inner wall of the pipe material to induce magnetization. Water is discharged after increasing a pH value thereof to 0.2-0.5 to be alkalinized compared to water fed to an entrance part of a pipe material.COPYRIGHT KIPO 2017
