PROBLEM TO BE SOLVED : To provide a stable emulsion composition, in a system including an oil solution, using a surfactant obtained by the reaction of a silicone modifier and a compound having a SiH group.SOLUTION : This invention provides a silicone modifier comprising a compound of formula (1), where AO is a 2-4C oxyalkylene group; a+b+c+d=5-30; and two or more of R, R, R, and Rare a 3-5C alkenyl group.
