According to the present invention, multiple ceramic particles 1, which have an average particle diameter of 5-200 nm, are formed by a ceramic composite 5 dispersed in a porous insulator 3 which has a composition different from the composition of the ceramic particles 1. The ceramic particles 1 each include, as a main component, at least one selected from the group of AXO3±δ (wherein, 0≤δ≤1 is satisfied, A represents at least one of a rare earth element, an alkaline earth element, and an alkali metal element, X represents at least one of a transition metal element and a metalloid element, and O represents oxygen), cerium oxides, and zirconium oxides.
