The present invention relates to an electrolytic cell and a hydrogen generator using the electrolytic cell. More specifically, the electrolytic cell includes an electrode plate having a plurality of permeable holes, a waterproof plate laminated with a geometric pattern, an electrode plate made of a nickel material having a mesh of a predetermined particle size, and a rare earth particle layer, which are stacked in order. Further, the present invention provides the hydrogen generator having the above-described one or more electrolytic cells assembled and then inserted into a chamber filled with an electrolytic solution. Accordingly, various materials can be used, assembly is simple and convenient, internal consumption is minimized, and electrolysis efficiency is maximized.COPYRIGHT KIPO 2017
