Provided is a polymerization catalyst composition with which a conjugated diene polymer having a high level of cis-1, 4 bonds or a conjugated diene copolymer having a high level of 1, 4 bonds can be produced. The polymerization catalyst composition is characterized by containing a rare-earth element compound (component (A)) represented by general formula (a-1) : M-(AQ1)(AQ2)(AQ3) [in the formula, M is scandium, yttrium, or a lanthanoid element; AQ1, AQ2, and AQ3 are functional groups which may be the same or different from each other; A is nitrogen, oxygen, or sulfur; provided that there is at least one M-A bond], an ionic compound (component (B)), and a cyclopentadiene backbone-containing compound (component (C)) selected from a substituted or non-substituted cyclopentadiene, a substituted or non-substituted indene, and a substituted or non-substituted fluorine.
