Provided is a rare-earth cobalt-based permanent magnet having good magnetic properties. This rare-earth cobalt-based permanent magnet (10, 20, 200) comprises 23-27% of R, 3.5-5.0% of Cu, 18-25% of Fe and 1.5-3.0% of Zr in mass%, and the remainder comprising Co and inevitable impurities, where R represents rare-earth elements including at least Sm. The rare-earth cobalt-based permanent magnet (10, 20, 200) has a metal structure including a plurality of grains (1, 21, 201) and a continuously extending grain boundary (2, 22, 202). The Cu content at the grain boundary (2, 22, 202) is higher than the Cu content in the grains (1, 21, 201), and the Zr content at the grain boundary (2, 22, 202) is higher than the Zr content in the grains (1, 21, 201).
