The present invention solves an existing technical serious problem in which it is impossible to electrochemically recover heavy rare earth metals from waste including heavy rare earths due to low reduction potential. The present invention adds a complexing agent to industrial waste including the heavy rare earth metals; thereby forming a heavy rare earth metal ion-ligand complex compound between heavy rare earth metal ions and the complexing agent, and metalizes and recovers the heavy rare earth metal ions through an electrochemical method, thus being able to recover environmentally friendly heavy rare earth metals at a high recovery rate from the industrial waste including the heavy rare earth metals.(AA) Experimental conditions(BB) Acceleration voltageCOPYRIGHT KIPO 2017
