PROBLEM TO BE SOLVED : To provide an austenitic heat resistant steel and austenitic heat transfer member excellent in heat transfer characteristics and steam oxidation resistance. SOLUTION : The austenitic heat resistant steel includes a base material and an oxide layer A on the surface of the base material. The base material has a chemical composition including by mass%, C : 0.01-0.3%, Si : 0.01-2.0%, Mn : 0.01-2.0%, P : 0.10% or less, S : 0.03% or less, Cr : 15.0-24.0%, Ni : 6.0-27.0%, N : 0.005-0.3%, sol.Al : 0.001-0.3%, Cu, Mo, Ta, W and Re : 0.5-10.0% in total and the remainder consisting of Fe and impurities. The oxide layer A has a chemical composition including 20-45% of Cr and Mn in total and 0.5-10% of one or more elements selected from a group consisting of Cu, Mo, Ta, W and Re in total and has a thickness of 1 μm or more.
