The present invention addresses the problem of providing an exhaust purification catalyst, wherein a means capable of maintaining catalytic performance even after long-term use is provided. The present invention relates to an exhaust purification catalyst comprising an upper layer and a lower layer, wherein the lower layer has a ceria-zirconia composite oxide containing at least one rare-earth element and further has another ceria-zirconia composite oxide, and the ceria-zirconia composite oxide containing at least one rare-earth element contains at least one rare earth element selected from the group consisting of lanthanum, yttrium, and praseodymium, in the amount of 0.1 to 4.0 atom% with respect to the total amount of cerium and zirconium in the ceria-zirconia composite oxide, and contains 90 atom% or more of the total amount of the at least one rare-earth element in a near-surface area within 50 nm from the surfaces of primary particles of the ceria-zirconia composite oxide.
