Provided are a solar-cell sealing film and a solar cell with which it is possible to improve the power generation efficiency of a solar-cell element by including a wavelength-conversion material, and with which it is possible to maintain the effect of improving the power generation efficiency even when the solar cell is used outdoors and subjected to UV radiation and high temperatures for a long period of time. A solar-cell sealing film and a solar cell obtained by sealing the solar cell elements with the solar-cell sealing film, the solar-cell sealing film including a wavelength conversion material and a resin material containing an olefin (co)polymer, wherein the solar-cell sealing film is characterized in that : the wavelength conversion material is a rare-earth complex polymer that includes a plurality of both tri-valent rare earth ions and a phosphine oxide multidentate ligands, the multidentate ligands being coordinated to the plurality of rare-earth ions to form a crosslinked structure; and the wavelength conversion material is contained in fine particles comprising an acrylic resin.
