To provide an optical device and a fiber laser device capable of suppressing heat generation in an amplifying fiber.SOLUTION : An optical device includes : an amplifying fiber having an amplification core to which the rare earth is added; and a passive fiber having a propagation core to which the rare earth is not added, a confinement region arranged at a predetermined interval radially outward from the propagation core, and a low refractive index region covering the confinement region and having a refractive index lower than that of the confinement region.
