This fluorescent body has a crystalline structure in which part of a matrix crystal that includes at least an alkali earth metal element or a rare earth element and does not include an alkali metal element is substituted with at least Ce3+ or Eu2+. In the present invention, the emission spectrum measured at room temperature has an emission peak derived from at least Ce3+ or Eu2+ within the wavelength range at least 440 nm and less than 1200 nm. The emission peak indicates the maximum intensity value of the emission spectrum, and the index of refraction is at least 1.41 and less than 1.57.
