PROBLEM TO BE SOLVED : To provide a chemical conversion treatment apparatus suitable for a mass-production process than ever before, and a chemical conversion treatment method using the same. SOLUTION : A chemical conversion treatment apparatus 100 having an upper surface on which rare earth permanent magnet pieces 52 are placed comprises : a belt 40 having many open holes smaller than the magnet pieces 52; a drive part for moving the belt 40 in a predetermined direction; a plurality of first lower side nozzles 12a arranged in a predetermined direction so as to eject a chemical conversion treatment liquid for magnet pieces toward the belt on the lower side of the belt 40; and a plurality of first upper side nozzles 12b arranged in the predetermined direction so as to eject the chemical conversion treatment liquid toward the belt on the upper side of the belt 40.
