PROBLEM TO BE SOLVED : To provide a motor and a power generator including a permanent magnet capable of preventing high-temperature demagnetization while maintaining a high coercive force and a magnetic flux density of a samarium-cobalt magnet.SOLUTION : The motor or a power generator includes; an R-Co-based permanent magnet 1 (R is at least a kind of element selected from rare earth elements). The permanent magnet 1 includes : a magnet body 2; and a surface part 3 formed over the surface of the magnet body 2. The R concentration of the surface part 3 is higher than the R concentration of the magnet body 2.
