The purpose of the present invention is to provide a chemically stable inorganic phosphor by which excitation with near-infrared rays to blue light causes a conventional rare earth-activated nitride-based phosphor to emit long-wavelength orange- or red-colored light. The purpose of the present invention is also to provide a simple method for producing the phosphor obviating the need for production under high-temperature and high-pressure conditions. This phosphor is characterized by being represented by general formula (I) : AaBbCcDdEe : My (I) (in the formula, M is at least one species selected from the rare earth element group consisting of Ce, Pr, Nd, Sm, Eu, Tb, Dy, Ho, Er, Tm, and Yb; A is at least one species selected from divalent metal elements other than the rare earth element group; B is at least one species selected from trivalent metal elements other than the rare earth element group; C is at least one species selected from Si, and tetravalent metal elements other than the rare earth element group; D is N; and E is O), and in that a, b, c, d, e, and y satisfy formulae (1) to (6). 0.17 <= a <= 1.3 (1) 2.3 <= b <= 4.1 (2) 0.9 <= c <= 2 (3) 2.7 <= d <= 4 (4) 0.6 <= e <= 1.8 (5) 0.3 <= y <= 0.8 (6)
