A partial oxidizing agent according to one embodiment of the present invention can comprise a compound of chemical formula RBaMn2O5+δ. In the chemical formula, R comprises one or more elements selected from the rare earth group or the lanthanides, O is oxygen, and δ is 0 or a positive number less than or equal to 1 and is a value causing the compound of chemical formula 1 to be electrically neutral.
