A high-performance permanent magnet is provided. This permanent magnet comprises a composition represented by compositional formula : RpFeqMrCutCo100-p-q-r-t (in the formula, R is at least one element selected from the rare earth elements, M is at least one element selected from the group consisting of Zr, Ti and Hf, p is a number satisfying 10.5 ≦ p ≦ 12.5 at.%, q is a number satisfying 23 ≦ q ≦ 40 at.%, r is a number satisfying 0.88 ≦ r ≦ 4.5 at.%, and t is a number satisfying 3.5 ≦ t ≦ 10.7 at.%), and a metal material including cell phases having a Th2Zn17-type crystal phase and Cu-rich phases having a higher Cu concentration than the cell phases. The average diameter of the cell phases is less than or equal to 220nm, and in the numerical value range from the smallest diameter to the largest diameter of the cell phases, the ratio of cell phases that have a diameter in the numerical value range below the top 20% from the largest diameter is 20% or less.
