PROBLEM TO BE SOLVED : To provide a hydrogen production catalyst capable of allowing fuel to be converted efficiently into hydrogen even under a low temperature condition while reducing the amount of an expensive noble metal to be used, and to provide a production method of the hydrogen production catalyst, and a hydrogen production method, a hydrogen production apparatus and a fuel cell system, in each of which the hydrogen production catalyst is used. SOLUTION : The hydrogen production catalyst contains a compound oxide, in which zirconium and a rare earth metal are solid-solubilized, and rhodium. The hydrogen production method comprises a step of steam-reforming a hydrogen raw material containing hydrocarbon compounds in the presence of the hydrogen production catalyst to obtain hydrogen.
