Provided are an oriented electrical steel sheet, and a method to manufacture the same. According to the present invention, the oriented electrical steel sheet comprises : 2.5-4.5 wt% of Si, 0.02-0.04 wt% of acid soluble Al, 0.04-0.12 wt% of C, 0.03-0.3 wt% of a rare earth element, and the remainder consisting of Fe and inevitable impurities.
