PROBLEM TO BE SOLVED : To provide a luminescence material having good luminous characteristics, a fluophor using the luminescence material and a manufacturing method of fluophor capable of manufacturing the fluophor simply and at low cost. SOLUTION : A fluophor 1 is formed on a substrate 2 formed by a quartz glass or the like. A luminescence material forming the fluophor 1 contains a semiconductor material consisting of ZnO and a rare earth element Re such as Eu. A crystal particle diameter of ZnO is ultra fine particle with 7.4 nm or less, preferably 6.0 nm or less. The fluophor 1 is manufactured by preparing a nanoparticle dispersion by a liquid phase method such as a microemulsion method, forming a thin film by applying the nanoparticle dispersion on a substrate 2 and heat treating the thin film at 320°C or lower, preferably 290°C or lower.
