PROBLEM TO BE SOLVED : To provide an inorganic and organic composite phosphor composition visible emitting with strength equal to or more than conventional ones by visible light excitation of a fluorescent lamp, excitation wavelength dependent multicolor emitting at an excitation wavelength from visible light to ultraviolet light and having temperature dependent luminescent with strengthening the luminescence strength with high temperature by combination of fibrous clay, rare earth ions and a photosensitization ligand even with smaller amount of rare earth element ions than the conventional ones. SOLUTION : There is provided an inorganic and organic composite phosphor composition consisting of fibrous clay manufactured by removing calcium carbonate in the composition and ion exchanging cation in the composition by a rare earth element ion and a photosensitization ligand binding to the rare earth element ion.
