The present invention provides a rare-earth permanent magnet and a preparing method thereof. A general molecular formula of a mass ratio of the rare-earth permanent magnet is MMa-bHREbFeeBdTMc, MM representing (LRE1-xCex), and x and 1-x are both mass ratios; LRE being one or two of Pr and Nd; HRE being one or several of La, Y, Gd, Tb, Dy, Ho, Er, Yb, and Tm; Tm being one or several of Al, Cu, Mn, Ga, Nb, and Zr; and 0.24≤x≤0.6, 27≤a≤36, 0≤b≤10, 0≤c≤3, 0.8≤d≤1.5, and e=100-a-d-c-d. A principal phase of the rare-earth permanent magnet being a 2-14-1 phase; in addition, there are also a rich rare earth phase and a CeFe2 phase. According to the rare-earth permanent magnet and the preparing method thereof in the present invention, a part of cerium is used to replace praseodymium or neodymium, so that the cost of the rare-earth permanent magnet is reduced significantly, and high coercivity is maintained.
