PROBLEM TO BE SOLVED : To provide a hydrogen gas generating apparatus keeping the one-pass conversion of dehydrogenation stably high even when the hydrogen demand amount at a use point largely varies, and stably starting or stopping hydrogen supply in the case of performing an unsteady operation including the operation on/off of DSS (daily start-up shutdown) or the like, even while the apparatus is maintained in a small size. SOLUTION : The hydrogen gas generating apparatus includes : a high activity reactor 10 where a carbon fiber-supported Pt-W-modified Ni-Ru bimetallic catalyst (high activity composite catalyst) is disposed; a high conversion reactor 20 where carbon fiber-supported Pt-Re-modified Ni-Ru bimetallic catalyst (high conversion composite catalyst) is disposed; a hydrogen storage tank 30 which is supplied with a hydrogen-containing gas dehydrogenated in the high activity reactor 10 and the high conversion reactor 20 and tentatively stores hydrogen in the state of the hydrogen-containing gas; and a separator 40 which separates a hydrogen gas, a liquid phase mixture containing methylcyclohexane, and liquid phase toluene from the hydrogen-containing gas supplied from the hydrogen storage tank 30, and supplies the liquid phase mixture to the high conversion reactor 20.
