The present invention relates to a method for manufacturing titanium dioxide (TiO_2). According to the present invention, hydrochloric acid or sulfuric acid is not used but a hydrothermal reaction with water is used to manufacture titanium dioxide having a rutile phase in a nano-size at relatively low temperatures; an anatase phase can be manufactured by a heat treatment; and titanium dioxide powder relatively has dispersibility and is in a nano-size. The method includes the steps of : forming slurry of TiOCl_2 and TiO(OH)_2; performing a hydrothermal reaction to mix the slurry with water by controlling density of Ti^2+ to be 0.01-5 M; and heating or double-boiling an aqueous solution, obtained in the earlier step, at 40-150° C.
