PROBLEM TO BE SOLVED : To provide oxide luminescent compounds that exhibit blue luminescence without rare-earth elements.SOLUTION : A luminescent compound of the present invention is an oxide base material represented by general formula MSbO(where M is at least one element selected from the group consisting of Mg, Ca, Sr and Ba) doped with at least Ti. The luminescent compound can exhibit blue luminescence by irradiation with light having a wavelength of 400 nm or less, for example. A luminous film of the present invention contains the luminescent compound.
