The present invention addresses the problem of providing an oxide-based phosphor which uses, as a light emitting element, an element other than a rare earth element and has high luminous efficiency, while being obtained from low-cost starting materials. The solution for the above-described problem is a phosphor which is characterized by containing the following components (1)-(3) : (1) zirconium oxide; (2) titanium; and (3) at least one element that is selected from the group consisting of phosphorus, selenium, boron and silicon.
