Disclosed are a method of manufacturing a metal plate with a luminous property, and a plate manufactured by the same. The method of manufacturing the metal plate according to the present invention includes the steps of : carrying a metal plate by an opposite electrode and one electrode in an electrolyte solution containing rare-earth metal precursors; applying electricity to the electrode to form an oxidized layer and a plurality of voids on the surface of the metal plate while the opposite electrode and the one electrode are spaced apart from each other; and reducing the rare-earth metal by the oxidized layer and the voids. Therefore, the corrosion resistance or friction resistance of the metal material is improved, and the luminous property is improved.
