The present invention relates to a method for producing a hardening composition for a deep sea mixing method and to a hardening composition for a deep sea mixing method, wherein the use of cement is minimized. More specifically, the present invention relates to a hardening composition which replaces normal Portland cement used when a deep mixing method (soil cement wall, deep cement mixing, deep soil mixing pipe, or deep soil mixing) for improving the ground by boring the seabed to a deep layer and mixing the original soft seabed with the hardening composition is used for the purpose of improving the seabed. Three-kind blast furnace slag cement, blast furnace slag powder, and desulfurized gypsum are used as main materials. An expanding material and high calcium incinerated bottom ash as a stimulator are utilized compositively, wherein the contents of collected dust which is a cement kiln product and calcium oxide in the high calcium incinerated bottom ash is 20% or more. Accordingly, the latent hydraulic properties of slag fine powder are activated, and caking strength is expressed. Using heating and cubical expansion functions of CaO of a large amount contained in the high calcium incinerated bottom ash, soil is rapidly stabilized.
