FIELD : agriculture. SUBSTANCE : device comprises a working element and movable mechanism, consisting of a frame with wheels that rotate around an axis. The working element is a truncated half-cone with gaps and narrowed truncated part oriented down to earth. The working element is connected with a telescopic handle. The handle is inserted into the pipe and can be moved along its length, and rotate around its axis. On the telescopic handle the sleeve is mounted fixing the depth of penetration of the working element. Between the pipe and the sleeve a return spring is mounted.
