PROBLEM TO BE SOLVED : To provide a thin shape R-T-B-M-C-based sintered magnet easy to be manufactured while maintaining a magnet performance and capable of efficiently using a permanent magnet material using rare earths which are precious resources, and to provide its manufacturing method and further manufacturing device for the magnet. SOLUTION : In a filling process for filling a lubricant at a predetermined filling density to an R-T-B-M-C-based alloy powder and an orientation process for orientating the cavity by a magnetic field under a predetermined pressure, the lubricant is 0.05 mass% to 2 mass%, and a pressing force when orientating in the orientation process is 0.2 to 2 MPa.
