PROBLEM TO BE SOLVED : To reform hydrogen storage alloy used in a hydrogen storage alloy electrode and to improve a discharging characteristic of an alcali accumulating battery under low temperature. SOLUTION : The hydrogen storage alloy electrode using hydrogen storage particles which are expressed by a general formula Ln1-xMgxNiyAzincludes an oxidized film formed on at least a part of a surface of the hydrogen storage alloy particles, oxygen concentration in the hydrogen storage alloy is 0.15 mass% or more and 1.5 mass% or less and oxygen mass per unit surface area in the hydrogen storage alloy particles is more than 0.5 g/m2and 7.0 g/m2.
