The present invention relates to a debris barrier having a soil outlet hole for discharging soil and floating matters of rivers, mountain streams, and torrents. The debris barrier of the present invention comprises a plurality of soil outlet holes formed between the upper end and the lower end of a main body, which is made of concrete to block soil, to drain water in a buffer space located upstream of the main body and having a funnel shape whose cross section becomes smaller from a downstream outlet to an inlet reaching the buffer space, thereby providing effective drainage of the water filled in the buffer space and increasing the buffer space because the soil is slowly discharged with the water even though the soil filled in the buffer space is not removed.COPYRIGHT KIPO 2014
