Self-illuminating ground surface

A liquid binding agent 16 is sprayed from a first dispenser 20 onto a ground surface 100. A particulate medium 18 is sprayed, under pressure, from second dispensing device 22. The binding agent 16 adheres the particles 18 to form a base layer 12. A mixture 14 comprising a liquid sealant and photo-luminescent pigment is applied over the base layer 12. Preferably, the sealant layer 14 is applied using a roller and forms a flexible and water impermeable barrier. The preferred sealant comprises aliphatic polyaspartic resin and hardener. The pigment is preferably powered rare earth (for example europium) doped strontium aluminate. The preferred particulate 18 used in the base layer 12 comprises crushed glass or stone aggregate.
