The present invention relates to a ceramic dielectric comprising : a plurality of semiconducting crystal grains including semiconducting oxide which contains barium (Ba), titanium (Ti) and at least one rare earth element; and insulating oxide located between the adjacent semiconducting crystal grains and containing an acceptor element selected from manganese (Mn), magnesium (Mg), aluminum (Al), iron (Fe), scandium (Sc), gallium (Ga), or a combination thereof.
