A PTC rare-earth thick film circuit intelligent electrical heating element and a preparation method. It is characterized in that the intelligent electrical heating element comprises a metal substrate, and a PTC thick film circuit thermistor and a rare-earth thick film resistance circuit which are arranged thereon. The PTC thick film circuit thermistor is superposed on the rare-earth thick film resistance circuit in the form of a thick film circuit or located in the same plane as that of the rare-earth thick film resistance circuit to control the temperature of the thick film circuit electrical heating element to enable the control accuracy and sensitivity to be substantially increased; and can be individually made into a controllable electrical heating element in the form of a thick film circuit. The requirements of startup with both an alternating current and a direct current, uniform gradable self-control of a temperature field, good heat-conducting performance, strong thermal-shock resistance, having a far infrared function, being easy to process, and being capable of wide adaptation to new energies such as solar energy, wind energy, lithium ion battery, etc. can be achieved.
