PURPOSE : A water-in-oil emulsion polymer composition in a single phase for coagulating a water treatment polymer is provided to prevent a phase separation between oil and a solid content, gelation, and coagulation, thereby simplifying of a manufacturing process to improve efficiency. CONSTITUTION : A water-in-oil emulsion polymer composition in a single phase for coagulating a water treatment polymer is manufactured by mixing 60-99 weight% of the water-in-oil emulsion phase polymer and 1-40 weight% of the polyamine polymer. The water-in-oil emulsion phase polymer is a polyacrylamide copolymer. The polyamine polymer is composed of dimethylamine and epichlorohydrin.
