Water absorption sandbags (1) comprising a water retention material, which is capable of easily absorbing water, releasing little water and swelling in water, and a water-permeable bag packed with said water retention material. The sandbags (1) are embedded in soil (100) to thereby form a water retention layer (2) comprising the water absorption sandbags (1) in the soil (100). The sandbags (1) were used in flood disaster and, therefore, said water retention material therein has already absorbed water. Thus, the water retention effect can be exerted even in the case where no rain falls at the site immediately after embedding the water absorption sandbags (1). At the same time, the water absorption sandbags (1), which were once used to prevent water damage in flood disaster, can be reused as the water retention layer (2). Thus, the limited water resources on the globe can be effectively utilized and soil water retention can be promoted.
