PROBLEM TO BE SOLVED : To provide an economic and efficient formulation of civil engineering material using bottom sediment and paper sludge ash, which can control elution amounts of fluorine, boron and heavy metals (arsenic, lead) being harmful substances contained in the bottom sediment to equal to or lower than an environmental quality standard for soil. SOLUTION : A civil engineering material includes (A) bottom sediment in which elution amounts of one or more selected from fluorine, boron, arsenic and lead exceed the environmental quality standard; (B) paper sludge ash; (C) calcium aluminate; (D) aluminum sulfate; (E) lime; and (F) alkali metal phosphate.
