PURPOSE : A method for treating the surface of steel is provided to maximize scale removing performance by using arc discharging for pre-treatment and high pressure injection of polishing slurry. CONSTITUTION : A method for treating the surface of steel is as follows. The surface of the steel sheet(10) is treated through arc discharge. The scale on the steel treated through an arc treating step is removed through one of high pressure water, abrasive, and the polishing slurry. In an acr treating step, the steel is moved having determined room with the inner electrode(22) in chambers(20, 100). Scale removing performance is improved through arc discharge generated by high voltage applying. Re-oxidation is prevented through amorphous surface treating by high temperature.
