PROBLEM TO BE SOLVED : To provide a dust preventing agent which has a dust-preventing effect on earth with a wide range of pH and further even on rubble, wood or the like in addition to the earth by generating a film-like nonwoven fabric on a surface, which allows solidification of a small object such as wood pieces or dead leaves by covering it with the film-like nonwoven fabric and provide excellent strength to the resulting solidified object, and to provide a solidification method thereof. SOLUTION : The dust preventing agent contains short-cut fibers in an aqueous solution having the property of solidifying by drying. A dust-prevented solidified material having a nonwoven fabric shape formed on the surface of an object to be solidified by spraying the dust preventing agent thereto is also provided.
