PROBLEM TO BE SOLVED : To provide a vacuum ultraviolet excitable light-emitting apparatus of which color saturation and luminescence intensity are improved by improving the maintenance factor of paste baking luminance of a rare earth phosphorus vanadate phosphor activated by europium. SOLUTION : The fluorescent composite particles include : fluorescent particles consisting primarily of a rare earth phosphorus vanadate phosphor represented by the general formula of (Ln1-xEux)(P1-yVy)O4 (where, 0< x≤0.5, 0< y≤1.0, and Ln is at least one element selected from the group consisting of Y, La, Gd, and Lu); and a surface part consisting primarily of at least one compound selected from the group consisting of tungstic acid and tungstate, wherein the amount of the main component of the surface part with respect to the fluorescent particles in tungsten equivalent is within a range of 0.01- 0.13wt%.
