A horizontal water and wastewater re-injecting system is provided to uniformly spray water or wastewater on a buried layer, thereby maximizing efficiency of stabilizing the buried layer. A horizontal water and wastewater re-injecting system comprises a horizontal water and wastewater supplying combined drainage pipe(100), a leachate bottom perforated drainpipe, and a horizontal water and wastewater re-injecting unit. The horizontal water and wastewater supplying combined drainage pipe is inserted into a landfill site to be installed. The leachate bottom perforated drainpipe, and the horizontal water and wastewater re-injecting unit are placed in a lower part of the horizontal water and wastewater supplying combined drainage pipe.
