PROBLEM TO BE SOLVED : To provide an exhaust-gas cleaning catalyst and a generation method of the exhaust-gas cleaning catalyst, which can fully control growth of particles of a noble metal to fully control a deterioration in the catalyst activity even if exposed to an exhaust gas of high temperature for a long time and also re-distribute the noble metal to easily regenerate the catalyst activity so that the catalyst activity per unit amount of the supported noble metal is fully high and the excellent catalyst activity is displayed even if a growth of the particles of the noble metal in its use. SOLUTION : The exhaust-gas cleaning catalyst has a carrier of fluorite type structure containing a composite oxide of Zr and at least one metallic element which is chosen from a group consisting of a rare earth element and an alkaline earth metal element, and also contains Ce, and the noble metal supported by the carrier, wherein the amount of metallic element contained in the carrier is in the range of 51-75 mol% by metal conversion for the carrier and the amount of Ce contained in metallic element is 90 mol% or more by metal conversion for metallic element.
