PROBLEM TO BE SOLVED : To provide a hydrogen storage alloy having improved hydrogen absorbing/releasing properties. SOLUTION : The hydrogen storage alloy includes an alloy represented by the following general formula (16) and having an intensity ratio (I1/I2) of less than 0.15, wherein the intensity ratio (I1/I2) is a ratio of the intensity (I1) of the strongest peak which appears in the range where 2θ=8-13° in an x-ray diffraction pattern using CuKα rays to the intensity (I2) of the strongest ray peak of all the peaks. R41-a-bMgaM8b(Ni1-xM9x)z (16), wherein R4 is at least one element selected from rare-earth elements including yttrium and Ca; M8 is an element having an electronegativity larger than that of Mg, excluding R4, Ni, and M9; M9 is at least one element selected from Co, Mn, Fe, V, Cr, Nb, Al, Ga, Zn, Sn, Cu, Si, P, and B; and a, b, x, and z each represents 0
